Find Soryu Trainee Goki
Goki is the mini boss inside Veilfall Cavern, behind the waterfall near Butterfly Estate. He is the last target in the Soryu Trial and drops Face Breaker. Those are two separate goals: beating him to finish the trial does not guarantee the move.
From Butterfly Estate to the cave

The crossed-out move line says Missing Soryu. After the trial, the unlock message says Face Breaker can drop once the Soryu skills before it are unlocked. Learn Soryu and buy those earlier skills before treating kills as attempts at the move. The skill tree guide explains unlock requirements.

Finish the trial
Complete the first three objectives, then defeat Goki. Finishing the trial unlocks the Soryu fighting style.
Get Face Breaker
Unlock Soryu’s preceding skills first. A 10% chance means repeated eligible kills may still give no move.
Follow a hunt
A hunt naming Soryu Trainee Goki almost certainly means this mini boss. Check the target name against his plate.
How long can a 10% drop take?
These are modelled chances of at least one drop, assuming independent eligible kills at the base 10% rate. They are not a pity counter or a promise.

Forty eligible kills without it is about a 1.5% outcome. Check the red requirement before blaming luck. His plate counts down after death; Spawns in 1:45 is one countdown value, rather than a guaranteed full respawn time.
